Premier League clubs push for second Man City financial probe as division splits over next steps

A significant rift has opened among Premier League clubs over whether to launch a second financial investigation into Manchester City, covering the period from 2018 to the present, sources have revealed.

In September, an independent commission found City guilty of 114 of the 115 charges brought against them, relating to financial rule violations between 2009 and 2018. City have appealed the ruling and maintain they hold evidence to clear themselves. Penalties have yet to be imposed, and the club is expected to challenge any sanction, raising the prospect of the saga continuing indefinitely.

Despite that unresolved process, a number of clubs are now pressing the Premier League to scrutinise City’s finances across the eight seasons since 2018. Their argument centres on a key element of the independent commission’s verdict: that City used ‘sham’ sponsorship arrangements, disguised as owner investment, and that the club and its Abu Dhabi-based sponsors were deemed ‘related parties.’ If those relationships remained unchanged after 2018, executives believe that could form the basis for additional charges.

One source cited by The Independent captured the scepticism driving the push, asking: “What changed overnight?” — a reference to the assumption that practices found to be in breach of rules before 2018 simply ceased at that date.

However, the proposal has met resistance from other chief executives within the league. Some officials believe a second, wide-ranging investigation covering eight seasons would place football in an uncomfortable dilemma, particularly given the current case has already taken nearly three years since the Premier League first made its allegations public. There is also a view among some that the sport would be better served by drawing a definitive line under the existing charges rather than opening a new front.

The period in question is not without significance on the pitch. From the 2017-18 season onwards, Pep Guardiola oversaw one of the most dominant runs in Premier League history, winning all six of his league titles during that spell. The uncertainty surrounding City’s standing has already generated widespread disenchantment across the division, and the prospect of a further protracted inquiry is adding to that unease.

With the appeal against the original verdict still ongoing and no sanctions yet confirmed, the Premier League faces a delicate balancing act between accountability and the stability of the competition itself.
