Manchester United have outlined seven agreed principles with supporter representatives following weeks of controversy over the club’s crackdown on alleged ticket touting, publishing the minutes from a fans’ forum meeting held on July 30 that included roughly an hour of discussion on the issue.

The dispute began this summer when United temporarily restricted supporters’ accounts after identifying what they described as “sustained activity” suggesting organised touting. The club then asked affected fans to verify every device used to access tickets, and subsequently threatened to revoke season tickets for those deemed to have breached its ticketing terms and conditions. Supporter groups pushed back, calling on the club to halt suspensions, prompting a meeting with 16 fan representatives.

The seven points agreed at that meeting are intended to improve understanding and restore trust between the club and its fanbase. Central to them is United’s insistence that the investigation targets organised touts — defined as those deliberately misusing the ticketing system for financial gain — rather than genuine supporters who use official resale or ticket-forwarding channels, or those who apply jointly with friends for away fixtures.

The club also stressed that cancelling a season ticket is reserved for the most serious cases, where there is evidence of financial gain, organised touting or systematic abuse. Lower-level misuse results in a final warning rather than cancellation. United further clarified that the investigation is not financially motivated and is not designed to reduce season-ticket numbers; any cancelled tickets will be offered to the waiting list.

On process, United acknowledged that being contacted by the club does not automatically imply wrongdoing. Going forward, the club says it will provide full information at the earliest opportunity about why an account has been flagged, including device activity and the number of accounts accessed from a given device. Every case is being reviewed individually by members of the ticketing team, with no decisions made solely by automated software.

Fans who receive sanctions are told the specific reasons and retain the right of appeal, with that process involving independent fan representation. United also committed to better educating supporters about its terms and conditions to prevent inadvertent breaches.

While stopping short of a formal apology, the club acknowledged that its investigation may have caused distress for some loyal supporters — a concession that signals at least a partial recognition that the initial handling of the crackdown fell short of the transparency supporters expected.
