Manchester City set to be found guilty of 114 charges in Premier League financial investigation

Manchester City are set to be found guilty of 114 of the 115 financial charges brought against them by the Premier League, in what would represent a seismic moment for English football. An independent commission is preparing to announce the results of its four-year investigation, according to The Athletic, though no sanctions have yet been determined.

The Premier League alleges the breaches took place between 2009 and 2018 and relate to failures to provide accurate financial information and to comply with profit and sustainability rules (PSR). A further charge accuses City of failing to co-operate with the investigation itself, which was originally prompted by the Football Leaks revelations. City have consistently denied any wrongdoing and expressed “surprise” when the case was referred to an independent commission.

The period under scrutiny coincides with a transformative era for the club following Sheikh Mansour’s takeover in 2008. City won the Premier League three times between 2009 and 2018, along with one FA Cup and three League Cups. Under Pep Guardiola, the club went on to win five further league titles — including four in succession — and claimed their first Champions League trophy in 2023 as part of a historic Treble.

Expulsion from the Premier League is among the sanctions technically available to the governing body, though it sits at the extreme end of a wide range of possible penalties. Premier League Rule W.51 grants the commission powers to suspend a club from league matches, deduct points, recommend expulsion from membership, or order unlimited financial compensation. Any combination of these punishments can be applied, and penalties may be made conditional on specific actions being taken.

City are expected to appeal against the ruling once it is formally announced, a process that is likely to extend the legal proceedings considerably further.
