Manchester City have 14 days to appeal 114 Premier League guilty charges verdict

Manchester City have been found guilty of 114 out of 115 charges relating to Premier League financial spending breaches, and the club retain the right to challenge that verdict — but the window to act is narrow and the process tightly defined.

City must submit any appeal through the Premier League’s internal framework within 14 days of the verdict being handed down. The appeal cannot be directed to an external judicial body at this stage, meaning the process stays entirely within the league’s own structures.

Filing an appeal triggers a completely new hearing rather than a simple review of the original decision. Legal teams for both sides will present their arguments afresh, with the new panel tasked with re-evaluating the facts of the case and scrutinising the proportionality of any sanctions the original commission may impose.

Crucially, the secondary hearing will be overseen by a newly appointed, independent three-person appeal board whose members will be entirely different from those who sat on the initial commission. That separation is designed to guarantee an unbiased review of the evidence and the original ruling.

Once the new panel delivers its verdict, that decision is final and legally binding for all parties. Premier League rules explicitly prevent City from escalating the matter further to the Court of Arbitration for Sport, closing off any additional avenue of challenge.

The stakes could hardly be higher. Should City fail to overturn the guilty verdicts on appeal, they face a range of severe sanctions that could include significant points deductions, substantial financial penalties, or, in the most extreme outcome, expulsion from the top flight. A successful appeal, by contrast, would allow the club to avoid all of those consequences entirely.
