Jamie Carragher has warned that Manchester City’s potential expulsion from the Premier League would trigger an immediate and dramatic power shift, raising the pressure on Manchester United and other rivals who have quietly benefited from City’s dominance masking their own shortcomings.

City were found guilty of 114 breaches of Premier League financial rules between 2009 and 2018, with a three-person commission determining that the club inflated revenue through what it described as ‘sham’ sponsorship deals — a finding City strongly deny. The club are appealing the ruling, claiming they hold ‘irrefutable evidence’ of their innocence. Should the appeal fail, sanctions ranging from fines and points deductions to full expulsion from the division remain on the table, with the original commission responsible for setting the punishment.

Writing in his column for The Telegraph, Carragher argued that the presence of two dominant clubs at the top of the table has served as a convenient buffer for clubs in transition. “Having two teams that look well ahead of the rest can be a useful shield for coaches or directors trying to buy time to catch up, especially when there are long-standing allegations that one club are breaking the rules,” he wrote.

Carragher identified Arsenal as best placed to capitalise, suggesting many expect them to challenge for the title regardless of when any sanction lands. But he reserved particular scrutiny for United, Liverpool and Chelsea, arguing that City’s removal from the equation would collapse the timeline those clubs have been working to.

“The power shift will be instant and dramatic,” Carragher wrote. “Coming into this season, there was a sense only two clubs — Arsenal and City — could realistically become champions. Once City are removed from the title equation there will be little tolerance from their rivals’ fans for Arsenal setting their sights on a dynasty, particularly given the scale of investment at Anfield and Stamford Bridge.”

On United specifically, Carragher noted that no one yet believes Michael Carrick’s squad is equipped to compete at the very top, and that removing City from the picture would intensify scrutiny of how Sir Jim Ratcliffe and the Ineos hierarchy are managing the club’s rebuild. “United fans will be similarly impatient for their side to bridge the gap,” he wrote. “Remove City, and growing agitation about how Sir Jim Ratcliffe and the Ineos hierarchy are going about their business will go up another notch.”

Carrick himself addressed the ongoing uncertainty when speaking to reporters on Friday. “It’s thrown up a lot of questions,” he said. “It’s ongoing, and there’s only so much I can say,” adding that he was keen for a resolution to be reached as quickly as possible to provide clarity for everyone involved.
