Other Premier League clubs have expressed shock and dismay following public statements by British Prime Minister Andy Burnham in support of Manchester City’s Emirati owners, as the Manchester club appeals its condemnation for 114 breaches of league regulations.

When questioned by the BBC, Burnham — former mayor of Greater Manchester — displayed unambiguous backing for City’s leadership: “I would be really upset if we lost them. They have been crucial partners in building a modern Manchester and, of course, in the development of Manchester City. I am grateful to the City Football Group and all its executives for the sums they have invested, not only in the Etihad Stadium and its infrastructure, but also in the city.”

These remarks immediately fueled opposition suspicions, with critics accusing Burnham of maintaining overly close ties with the club’s owners.

The economic context partly explains the caution of British authorities. According to Bloomberg, Emirati leaders reportedly warned the government that the sanction against Manchester City could slow their investments in the United Kingdom. The figures are staggering: bilateral trade between the two countries approaches €30 billion annually, more than 48,000 jobs have already been created in England through this partnership, and 280,000 more are expected by 2030.

The question of the independence of the disciplinary process from economic and political interests has now become one of the central stakes in Manchester City’s appeal, whose outcome could reshape the governance rules of English football.
