Man City found guilty of all 114 Premier League financial charges and vow to appeal
An independent commission has found Manchester City guilty of breaching 114 Premier League financial regulations across nine years between 2009 and 2018. The club, who deny all wrongdoing, face potential title stripping, relegation or a points deduction, and have until Friday to lodge an appeal.
Manchester City have been found guilty of all 114 financial charges brought against them by the Premier League, the top flight confirmed on Tuesday, sending shockwaves through English football. An independent commission ruled that the club breached regulations across a nine-year period from 2009 to 2018, having originally been charged in 2023. City, who have consistently denied any wrongdoing, say they will appeal the verdict.
The scale of the ruling has stunned the sport. Football finance expert Kieran Maguire described the findings as going “far beyond the worst-case scenario that anybody initially envisaged”, pointing to what the commission characterised as a misstatement of approximately £900 million over the nine-year period.
“If you Google what the word ‘sham’ means, I’m getting the words ‘fake, false, fraud’,” Maguire said. “The quantum of money involved — £900 million over a nine-year period — is a staggering misstatement, and it looks like it’s been a corroborative fraud. The fact that the auditors were unaware of it, there must be collusion at the club.”
City responded swiftly and defiantly. In a full club statement, they said: “Manchester City FC is both disappointed and surprised by the opinion of the Premier League Commission. The Club is innocent of the accusations made by the Premier League and a comprehensive body of irrefutable evidence exists in support of all of its positions relating to this case.”
The statement added that the club intends to pursue “all appropriate regulatory and legal forums”, arguing the commission’s opinion “contains clear material errors, of law, principle and fact, and is unsafe”. City said they had “diligently respected due process for eight years” on the expectation that the Premier League would act as an independent and impartial regulator.
The punishment phase has yet to begin and will be subject to any appeal City lodge before Friday’s deadline. The range of potential sanctions is severe: speculation has centred on title stripping for the period in question — during which City won multiple Premier League championships — as well as a substantial points deduction, relegation, or a significant financial penalty. City are currently top of the Premier League table, adding a charged backdrop to whatever sanction ultimately follows.
The UK Government has also weighed in on the verdict, reflecting the degree to which the case has moved beyond football’s own governance structures and into the broader public and political sphere. The full implications for the club’s standing in the Premier League, and for the league’s own regulatory credibility, will depend heavily on the outcome of the appeal process.
